〔記者廖千瑩／台北報導〕公平會重罰高通，今天在立院經濟委員會引發朝野立委輪番上陣質詢，民進黨立委管碧玲今天比較各國對高通裁罰表示，中國第一時間透過行政和解，即使處罰高通，卻達到對政府好、產業好、高通也能接受的三贏效果，台灣為什麼不能做到三贏？
管碧玲說，中國是用高通在中國市場的比例57%來計算罰金為9.75億美金，高通在台灣市場的比例12%，卻罰了7.73億美元，質疑公平會罰金計算基準是以全球營收下去算，質疑公平會有黑箱，應說清楚。
管碧玲也說，裁罰重大案件，為何不能做到三贏？公平裁罰高通應做到有機會保障業界、以和為貴又能兼顧競爭法的三贏效果。
公平會主委黃美瑛說，我國是第3個對高通做出處分的國家，美國也在調查中，但結果還未出爐，此案調查過程相關利害關係人與當事人都有說明，且此次處分是為了國內產業的長遠發展，讓國內產業不需再受限不平等合約，有公平對待的協商機會。
